In the Republic of Belarus corresponding legal framework is actively developing with aim of favourable conditions for the PPPs. On December 30, 2015 the law of the Republic of Belarus "On public-private partnership" was approved and came into force on 2 July 2016. During the next years in order to implement infrastructure projects using the PPP mechanism, the following legal acts were developed and approved:

Resolution No. 532 of Council of Ministers of the Republic of Belarus as of July 6, 2016.

The Resolution enacts:

  • Regulations on procedure of preparation, examination, and evaluation of public-private partnership project implementation proposals;
  • Regulations on procedure of arranging and holding tenders to select private partner to enter into public-private partnership agreement;
  • Regulations on procedure of maintaining state register of public-private partnership agreements.


Resolution No. 508 of Council of Ministers of the Republic of Belarus on Interministerial Infrastructure Coordinating Board as of May 27, 2014.

The Resolution adopts:

  • Statute of Interministerial Infrastructure Coordinating Board;
  • Members of the Interministerial Infrastructure Coordinating Board.

Resolution No. 49 of the Ministry of Economy of the Republic of Belarus as of July 27, 2016.

The Resolution adopts:

  • Form of project concept  for public-private partnership project;
  • Requirements for feasibility study;
  • Template of PPP project passport;
  • Requirements to the tender documentation;
  • Instruction on evaluation methodology for PPP projects proposals.
